Yes she's technically slower with bow animations than everyone else, but it's such a minor difference it barely matters. Black Mage/Time Battlemage is an excellent pairing, since you can just pick up the few useful things on a Time Battlemage (Haste/Hastega and Float) while still basically not changing what your Black Mage is great at one little bit.
